On Oct. 22, Transparência Brasil held the webinar “Transparency of Climate Funds”together with CGU (Comptroller General of the Union). Bringing together representatives of federal and state public bodies and financial institutions, the event demonstrated the importance of inter-institutional dialog in building paths that guarantee effectiveness and fair access to resources earmarked for climate finance in Brazil.
Held in a strategic context, on the eve of COP 30, which will be held in Belém (PA), the debate contributed to a deeper understanding of how to improve the standardization, transparency and interoperability of climate fund data. Participants highlighted the importance of structuring open data in an accessible and comparable way, allowing civil society and control bodies to monitor the application of resources and the impact of funded projects.
During the event, Miriam Miller (MMA) presented the efforts of the Climate Fund in the non-reimbursable modality, aimed at projects with a direct socio-environmental impact, while Nabil Kadri (BNDES) detailed the management of reimbursable resources and the strengthening of the Amazon Fund as a global benchmark in governance and auditing. Brenda Hachem (Government of Pará) shared the state’s experience in restructuring the State Environment Fund (FEMA) and creating the Eastern Amazon Fund (FAO), both aimed at promoting the state’s climate change policy.
Lívia Sobota (CGU) highlighted the need to standardize protocols and indicators so that the data from the different funds “talk to each other”, including on an international basis, and stressed that transparency is key to ensuring that investments effectively reach the most vulnerable communities and territories.
The executive director of Transparência Brasil, Juliana Sakai, pointed out that “an important highlight is how the data provides consistent arguments for the formulation of public policies aimed at financing and attracting international funders.”
By bringing together different views and experiences, the webinar highlighted the importance of building a climate agenda based on integrity, participation and public accountability.
