As a result of Obra Transparente’s work monitoring 135 school projects financed by the federal government’s ProInfância program in 21 municipalities in the South and Southeast, Transparência Brasil collected relevant qualitative evidence on the implementation of the program at the local level and the numerous obstacles faced in achieving its goals. In this report, we present the results obtained over the two years of the project, highlighting the findings of the systematic monitoring of the works.
The overview of the works monitored reveals the low effectiveness of the program in the locations analyzed, with less than one in five of the planned works having been delivered in the period observed. Another aspect of the disappointing results is the large proportion of canceled projects: 40% of the projects monitored will not be completed. Generally speaking, ProInfância projects are, at best, delivered a few months late, and at worst, they are started and abandoned for years on end, with no prospect of being resumed and generating a waste of public resources.
