Proinfância or childhood problems? Challenges to constructing nurseries and schools in Brazilian municipalities

As a consequence from the work of monitoring 135 construction projects of the National Program for the Restructuring and Acquisiton of Equipment for the Public Early Education School Network, known as ProInfância (Prochildhood), Transparência Brasil collected relevant qualitative evidence on program implementation at the local level. We present in this report the results of the two-yer Obra Transparente project, highlighting the findings from our systematic public works monitoring.

An overview of monitored construction works reveals that, in assessed municipalities, ProInfância is largely ineffective, with less than one in every five planned construction projetcs being finished during the monitoring period. Another aspect of the disappointing results is the large share of cancelled construction projects: 40% of public works we followed up will not be delivered.

ProInfância construction projects are generally delivered with a deploy of a few months at best, and at worst projects are started and then abandoned for many years, without any perspective of continuance, wasting away public money.
